    No graduated levels of readiness in this civil defense force.
    Fabrication of choreographed exercises reveal little in the way of true capabilities and have thus been scrubbed from our relentless pursuit of truth. The austere and impervious fortress of defense stands ready to penetrate junkyards, shipyards, industrial sites, and scrap piles in search for the latest in weapon technology. Secret training camps are in negotiation with host governments.
